Contract EXPRESSION OF INTEREST: EXPORT MARKET SCOPING
Vanuatu is a net importer of commercial goods including processed and fresh food products. Each year its food bill continues to rise and the dependency on imported food products continues to increase. The government is encouraging local food production to address import substitution, combat food security and food safety. The Vanuatu Cooperatives Business Network, as mandated by the Vanuatu Cooperatives Societies Act and the Cooperatives Societies Rules wishes to work with other government institutions and the private sector to make Vanuatu become food secure and to trade some of its products in external markets.
The Vanuatu Cooperatives Business Network (VCBN) is the business and investment arm of the Department of Vanuatu Cooperatives and Ni-Vanuatu Business under the Ministry of Trade. The VCBN is assisting the productive sector through creation of business networking and linkages to connect local cooperative businesses to potential buyers and sellers of locally produced goods within the framework of the Vanuatu Cooperatives Network. Similarly, it is the business of VCBN to link processors to cooperatives so that locally produced goods can be sold locally and in external markets.
The VCBN sees the importance of conducting an external market scoping study for several locally produced high value commodities with good potential to export. The purpose of the study is to find niche market and sell Vanuatu products into. This work will assist the Vanuatu Government to improve its planning at different levels of supply and processing chain of cooperative business functions through to export country, specifically to:
i. Contact potential business overseas which are interested in Vanuatu products;
ii. Conduct bilateral discussions with to secure potential contracts;
iii. Work with the Departments of Agriculture and Rural Development to assist farmer to become ‘export-ready’ to meet export requirements;
iv. Work with the Departments of Industry and External Trade to maintain market linkages
v. connect farmers and producers to their cooperatives; and
vi. connect cooperatives to processors and processors to external markets;
The Department of Vanuatu Cooperatives and Ni-Vanuatu Business wishes to recruit a local consultant to assist the VCBN with the scoping work. The study will be conducted in countries to be decided by the Department of Vanuatu Cooperatives and Vanuatu Cooperatives Business Network.
With the assistance of a local consultant the VCBN intends to work with its local counterparts in the Ministries of Trade, Foreign Affairs and External Trade and Agriculture to conduct the scoping study. The work entails desktop study and field or face to face discussions with external market contacts identified specified countries. The consultant will prepare a report at the end of the assessment based on specific outputs or deliverables.
Eligibility criteria for consultant
To be eligible for this work you will need to meet the following criteria:
a. is a Ni-Vanuatu
b. holds a recognised qualification or degree or higher in agriculture or trade sector
c. has sound knowledge of export and importing country requirements
d. can advise the government on strategies to achieve and maintain the secure markets
e. has at least 15 years’ experience in the food and beverage export/import industry
