Job Description

The Government of Vanuatu is seeking to recruit a Commissioner and Chairperson for the Utilities Regulatory Authority (the ‘Authority’)

The primary responsibility of the Commissioner/Chairperson includes, but are not limited to the economic regulation of water and electricity subject to the Utilities Regulatory Authority Act No. 11 of 2007 (as amended).

The applicant is expected to possess the following minimum requirements:

a) Possesses tertiary qualification in Business Administration or Finance/Accounting/Law/Engineering/Economics/Public Policy;
b) Have worked at least 10 years in private, government organization, academic or a relevant Non-Government Organization (NGO);
c) Must have demonstrated a track record in organizational leadership and consensus building, stakeholder relationship management;
d) Preferably have some experience and understanding of key elements of electricity and water utility operations, Finance and economic regulation including, dispute resolution, competition issues;
e) Ability to articulate Commission policies and decisions to the Public and policymakers;
f) Knowledge and experience of electricity and water sector issues in Vanuatu or the South Pacific region and/or other small island economics is highly desirable;
g) Fluency (written and spoken) in English;
h) Working knowledge and fluency in French is highly desirable; and
i) Must be a Ni Vanuatu (by a citizen)
